In China, There are many Small and Micro Enterprises who have strong vitality. Not only canthey provide work opportunities and promote innovation, but also can they become an important force topromote long-term sustainable development of China’s economy. Financing is a basic work on enterprisemanagement, and no enterprise can live without fund Facility and operation. If a enterprise want toaccelerate its’ develop pace, it must solve financing difficulties. To those small and micro enterprises,financing difficulty is more serious. It is generally difficult for them to obtain direct finance through EquityMarket and indirect finance from banks and other financial institutions. Helplessly, they have no choice butto rely on private lending.On the one hand, In Wen Zhou, there are a large number of small and micro enterprises, and itsprivate capital is surplus, which makes it representative of research. On the other hand, because of theprivate lending storm widely spreading in Wen Zhou in recent years, Wen Zhou has been the most severelyaffected area. Besides, the Experimental Zone of Financial Comprehensive Reform established in WenZhou, the area is more typical on research. Therefore, this paper takes Wen Zhou for example to study theproblem of financing difficulties of small and micro enterprises in China.Depending on the investigation and study on the current financing status of small and microenterprises in Wen Zhou, the writer analysis the reasons for the problem of financing difficulties and putsforward to corresponding countermeasures from three aspects—private financing, bank financing andcapital market. Compared to other related theory and research, this paper pays attention to current situationof finance and the latest feasible measures on the background of “paolu” storm and comprehensivefinancial reform, which has more guidance and practical significance for small and micro enterprises inWen Zhou. Meanwhile, the writer hopes to promote successful experiences of experimental unit in WenZhou to all the enterprise in China.The paper is divided into five chapters. The first chapter introduces the problem to be solved, thesignificance of the study and the literature review. The second chapter is finance theory and definition. Thethird chapter is case analysis. Above all, it is the case description. And the next is status of small and micro enterprises in Wen Zhou. After that the writer puts forward to four reasons for the financing difficulties ofsmall and micro enterprises. Firstly, it is the enterprise themselves. Secondly, private financing has largepotential risks. Thirdly, the bank financing channel is not smooth. And lastly, it because the lack ofmulti-level capital market.After further analysis the reason, the next chapter introduces the measures to solve financingdifficulties of small and micro enterprises. Generally speaking, there are four systems to be constructed inWenzhou: financial organization system, private capital market system, financial service system and localfinancial regulatory system. In this chapter, the writer also highlights some important view. For example,establishing credit chain between enterprises, security companies and commercial banks to improve thecredit guarantee system, promoting the pilot of private banks, encourage small and micro enterprises tofinancing together in commercial banks and capital markets financing, Strengthening regulation of centraland local government, and so on.The last chapter is Conclusion. It’s suggested that the small and micro enterprise in Wen Zhoushould take advantage of the opportunity of financial reform to diverse its financing channels, such asdeveloping private financing platform, improving the financing system of banks and other financialinstitutions, and developing the capital markets. At the same time, the writer hopes the experimental unitcan provide financing examples for national small and micro enterprises. Besides, the writer calls foreconomic reforms to follow the discipline of the development of market economy, and to reduce excessivegovernment intervention.
