Generally we consider the price of production as the price. The price ofproduction is generally composed of the average cost of production and the socialaverage profit,we can also take it as the form of transformation from value.Thestability of price,full-employment and the growth of GDP are often taken as the mostimportant goals of the social economic.There is a plurality of indicators that we cantake to mersure the price,the most common is the consumer price index, we often callit CPI which is also an important index of observing inflation, not the kind of pricesthat people’s feel in every day’s life. If the price continued to grow,there is someinflation,it can affect the development of economic,cause the financial risk, result ineconomic recession.If the consumer price index increased or decreasedslightly,indicate that the prices were reasonable and stable,and the operation ofmacroeconomic is well.The consumer price index is generally recognized by all thecountries in the world, it can be used to analyse the basic situation of the market price,it also is an important basis for government to make economic policy.Undoubtely theprice problem is one of the sensitive issues related to people’s livelihood, not onlyhave a direct impact on the level of people living in society, but also will plays afundamental role on the overall economic development,economic stability and socialstability has a great effect, while CPI is a lag in the data, but its role can not beoverlooked, it is usually an important reference index of government monetary policyand market economic activities.This paper focuses on the preparation,scope and structure of CPI,how to reflectthe price to explain the situation,and the analysis of the change of index and theinflation, Make an explanation that why people feel the price does not match withstatistical data from the Bureau of statistics released.Based on the Inner Mongoliadata over the years, using the VAR model, impulse response, variance decompositionto analyze the impact of the Inner Mongolia energy development of Inner Mongoliaeconomy and prices,and come up with some advises depend on the results.Furtheranalysis of the time sequence model of the Inner Mongolia CPI quarterly data, then topredict.
