At present, the government is vigorously developing public rental housing to solve the housing difficulties of low-and middle-income groups. However, faced with the huge amount of construction funding gap, simply hopes that the financial support is far from meeting, the problem of raising funds has become an important bottleneck to the development of public rental housing. Because of the affordable property of public rental housing, belong quasi-public product areas, so this paper put it on the macroeconomic framework. In this paper, the PPP (Public-Private Partnerships) financing model is introduced into public rental housing construction, fully mobilize social capital to participate in the investment, construction and operation of public rental housing. This paper studies the mode of operation of the public rental housing PPP project and the pricing mechanism, strive to explore with draws extensively on the significance of public rental housing construction mode.The paper mainly uses the method of literature review, the comprehensive comparison method, the method of game theory, system modeling and analysis, research methods to discuss the mainly three aspects:First, analyze the feasibility of the construction of public rental housing by PPP mode. Analyze the main types, the basic properties and the applicable conditions of the PPP model, as well as the basic characteristics of public rental housing project. On this basis, analyze the feasibility of implement public rental housing PPP projects and the main problems, so as to formulate policy recommendations.Second, mainly study the measures to attract social investors,the measures to select the appropriate social investors,Supply mode of project land and property ownership issues,Project funding sources,the implementation phase of the project operation and management system as well as project risk-sharing mechanism,organizational conflicts of interest and coordination mechanism to ensure the smooth progress of the project.Third, study rental pricing model of public rental housing PPP projects. Study the minimum return on investment of private capital, the subsidies and taxes promotions strength of government, and the ability to pay rent for low-income groups by qualitative analysis and quantitative research. Considering the restrictive relationship between the reasonable rate of return of private capital, the reasonably subsidies strength of the government departments, and the affordability of low-income groups, design the public rental housing rental pricing model,and calculation the rental price and allowance strength of public rental housing in Chongqing by PPP mode.
