Under the background of national policy, Heilongjiang province is in the positive response and gradually into the low carbon economic development period of history. In order to make the population, resources and the environment in our province phase equilibrium, and the social economic low carbon efficiency unification, respect for nature, conform to the nature, protect nature, form save resources and protect the environment of space structure, industrial structure, mode of production and way of life. Heilongjiang province should be to build a service-oriented government as a starting point, from the source to plan as a whole reverse the trend of ecological environment deterioration, and to vigorously push forward the low carbon economic development, for the people to create a good living environment and ecological safety production contribution.Although Heilongjiang province of low carbon emission reduction plan pay more attention to, and conducted a series of positive attempt, but with the domestic part of the province and even the international development of low carbon economy better compared to the city, still in a low carbon economy development lag behind time. As the focus of the thorough popular feeling, and actively develop the low carbon economy has become a focus in our province government planning. Therefore, we should start from the perspective of the construction of service government, make low carbon economic development as a service-oriented government in Heilongjiang province key construction goal. At present, the development of low carbon economy in our province, there are many problems:low carbon economy construction of professional talent shortage, low level of public service function, system management is not perfect, mechanism structure does not reach the designated position, be the main reason is the lack of the construction of the civil service, government function positioning inaccurate, system management level is lower than for low carbon economic service standards, not form the pertinence of operation mechanism and so on factors, together with city life growing carbon emissions to the environment caused by the negative effect of the truth, so this article USES literature research to the grasp of low carbon under the perspective of the construction of service government research dynamic, front progress, which has achievements summarized, scientific USES qualitative and quantitative methods to analyze the construction of service government, using the basic theory of comparative analysis of the domestic and foreign advanced experience for reference, contact the actual situation in our province will be suitable for development of the experience to use in a service-oriented government construction, and put forward specific measures:construction professional talent team, enhance the government’s public service function level, perfect the system management, an effective operation mechanism and the establishment of low carbon predicaments and related coordination mechanism to promote our province low carbon economic development process.
