The policy of "structural tax cuts" was put forward by the government formally to deal with the international financial crisis in2009. It is a proactive fiscal policy as well as a tax reform plan. It will promote the transformation and upgrading of the industrial and economic structure in macro. Meanwhile, it will reduce the overall tax burden of the enterprise and have an important influence on the corporate investment behavior and the production of business operation activities.The research will have both important practical value and academic value, which studies the impact on the business performance of different preferential tax measures and the overall of structural tax cuts.At first the paper generalizes the structural tax cuts and analyzes the impact on business performance of the important structural structural tax cuts in detail, such as income tax preferential, VAT reform and change of business tax to VAT.Then it selects the financial data of listed company in2007-2011, as t sample one and the quarterly financial data of the transportation enterprise in Shanghai as sample two. And then, it analyzes the samples with descriptive statistics method, uses paired sample T test to test sample two, and establishes regression equation in the end.The results show that:Income tax preferential improve enterprise performance more effectively than the turnover tax. Different turnover taxes have different effects on enterprise performance. In addition, the paper studies the influence of "Sales tax to VAT" separately. It finds that" Sales tax to VAT " does not significantly improve the business performance in the short term, but reduces the performance.On the basis of the problems found during the research, the paper gives adwice to perfect the tax system reform for the government finally, from the perspective of tax reform and the optimization of industrial structure.At the same time, it suggests an enterprise should adjust strategies of pricing, purchasing, managementand investment to Cope with the tax reform.
