What is socialism and how to build the socialist country is the core problem of theDeng Xiaoping theory. Innovation is the driving force of the development of socialism,and only innovation can make a sustainable development for our socialism. Today, inthe context of globalization, science and technology has become the measure of animportant symbol of national competitiveness. China is also working to build aninnovative country, and accelerate scientific and technological innovation, promoteeconomic and social strode forward. To conscientiously implement the comrade DengXiaoping’s socialist innovation concept, strengthen the national comprehensive strength,improve the international status, to adapt to the trend of The Times, walking in the frontof the development, it is necessary to gradually establish and perfect the nationalinnovation system. Scientific and technological innovation is the most key of socialistinnovation, the essence of scientific and technological innovation is the combination oftechnical resources and entrepreneurial resources, is the technology transfer process,and ultimately have to rely on the transfer of technology to achieve scientific andtechnological innovation, the public service mechanism is the tie and bridge to promotethe combination, is also an effective way to show the socialist innovation to the concept.The competition of the strength between countries, basically is the creative ability ofscience and technology competition. Science and technology has become an importantdriving force to promote China’s economic development, but due to the late start ofChina’s science and technology research, the scientific management system and systemare not perfect, and make a large number of scientific and technological achievementshard into productive forces, can not play due value, resulting in a waste of resources andthe proliferation of technology, this is science and technology strength gap betweenChina and developed countries. In order to narrow the gap due to the lack of technologytransfer, our country has the technology innovation, transfer as a strategic plan to catch.This paper is divided into seven parts. The fourth and fifth part mainlythrough the interview and survey to understand Jiangxi Academy of Sciences, theProvincial Academy of Agricultural Sciences, and research institutions of the bureau ofpublic service mechanism provides the status quo, the Provincial Science andTechnology Commission and the Office of Science and Technology is the main providerof public service, and for visits to the findings the article fifth part of content drawnfrom the analysis.
