With the rapid development of world economy, the way of enterprise competition ischanging from the past pure capital competition for the integrated management of thecompetition, to be effective management becomes a problem need to solve. Everygovernments and enterprises are seeking business management of scientific and efficient way,so as to improve the enterprise management level, to achieve maximum benefit of enterprises,to provide a reliable guarantee for the rapid development of economy. China’s enterprises todevelop, must start from traditional management to modern management of scientific andefficient way to close, how to effectively mobilize the enthusiasm of the staff, improvebusiness efficiency and benefit, become the key issue in the development of enterprises.Management by objectives in the last century80’s timely introduction has been widely used inour country, to meet the needs of reform and enhance the management of enterprises in china.This paper expounds the basic concept of management by objective, characteristics andoperation procedure, the village Qi Li Cun oil production plant of the economic environment,she is facing a competitive market economy, in addition to enhance the core competitivenessof enterprises by accelerating technological innovation, enhance the development level and,more attention should be paid to the use of advanced management concepts and methods toimprove management level. Through the analysis and research of the village seven oilproduction plant of target management, found the target system design is not system,performance evaluation criteria and procedures are not standardized, the performanceevaluation of the application in the management of the factory’s role in the play is not in place,there is no feedback or evaluation feedback is not timely issues. Analysis of its causes, thecauses of the problem into: On the tools and methods of target application design is not inplace, the subjective understanding of dislocation, target design process is not standard, theperformance evaluation standard is not reasonable, the evaluation result of inefficientapplication. In view of the present in the target in the management of the village seven oil production plant of the problem and its causes, the paper puts forward the correspondingmeasures to solve. And, the above problem not only exists in the village seven oil productionplant, are embodied in the most of the state-owned enterprise in our country, we hope that thispaper can target management of Chinese state-owned enterprises to provide some reliabletheoretical basis to improve.
