This paper put the rural public spending as the main research object, from the point of farmers’ subjective well-being to optimize the rural public expenditure. The main content of the paper include:the current situation,unbalanced reason and Performance evaluation of China’s rural public spending.Using logit regression model, do the amount and kinds of regression analysis for rural public spending,and then according to different income of the farmers do the points sample regression analysis. Finally, from the point of view of improving the farmers’ happiness to put forward policy Suggestions fort the relevant government agencies. The conclusion is as follows:(1) the public spending has significantly positive influence on farmers’ subjective well-being, the increase in public spending of the inputs can improve farmers’ subjective well-being.(2)Education spending, medical expenses,and agriculture and forestry water conservancy spending can promote farmers’ happiness, but social security expenditure has no significant influence on farmers’ happiness.(3)Total public spending has very significant influence on low-income farmers and high income farmers’ happiness,Compared with the high income farmers, the influence degree of public spending for the low-income farmers are more big.agriculture and forestry water conservancy spending has a significant influence on low-income farmers’happiness, but for high income farmers has no significant influence on happiness.
