With the new round of global industrial transfer began quietly. Various countrieshave turned to independent innovation, enhance the national scientific and technologicalstrength, to occupying a favorable situation in the new round of industrial transfer, toenhance the national industry’s position in the global value chain. As each countryconstantly home to increase independent innovation investment, enhance the capability ofindependent innovation culture. The independent innovation continue to carry out theprocess, the innovation efficiency problem is widespread concern, how to effectivelyimprove the efficiency of innovation to become a topic of public attention, thereby theinnovation input configuration problems as a direct impact on the efficiency of innovationalso will become the focus of the study.Our article start from the concept of innovation input, combining domestic andforeign research to the concept of innovation input, We define and classify a newinnovation input. And the innovation input is divided into six areas of human, financial,material resources, knowledge, information and policy. Then analysis the configurationstatus quo of the six aspects of innovation input and find the problems. Then starting fromthe point of innovation input configuration, we analysis the two ways of innovation:Original innovation and Introduction, digestion, absorption and re-innovation, find out theinfluence mechanism of innovation input to the innovation efficiency and the differencebetween the influence mechanism.In the part of empirical research, we select the two ways of innovation in thehigh-tech industry’s innovation process as our research object. According to the1995-2008regional panel data of China’s high-tech industry, we use the stochastic frontieranalysis (SFA) to measure innovation input in original innovation and the introduction ofabsorption and innovation of two innovative way of innovation efficiency value. Thenanalyze how effective configuration to improve the innovation efficiency of China ’shigh-tech industry. Based on the results of China’s high-tech industry to optimizeinnovation input configuration. and suggestions to enhance the efficiency of innovation.
