Research On Human Capital Yunnan Resource-based Cities In The Upgrading Of Industrial Structure

With the development of the world economy, many countries that have richresource economies rapidly grow due to exploiting. However, there have also been aseries of development problems such as single industry structure, diminishing returns,ecological environment deterioration, structural unemployment and deterioration oftrade condition. Those problems may cause the huge gap of income distribution,severe economic crisis and social conflicts. The advantageous natural not promotingeconomic development but hinders. Go into a "resource advantage trap".By observing the economic development of countries that have rich resource weknown that the relationship of exploitation and development present a reverse change.This relationship is called resource curse. The world’s focus on the countries which gointo "resource curse” how to out of the difficult situation and to achieve economicdevelopment sustainable."Resource curse" phenomenon has not only become animportant research topic of development economics, but also by the resourceeconomics, technical economics, industry economics scholars’ attention. Differentscholars from different angles proposed their own view about the problems ofresources. From the perspective of human capital resources city, this paper tries toresearch the upgrading of industrial structure and discuss the relationship betweenthe upgrading of resources industry research. This article attempts to study therelationship between the human capital accumulation and industrial upgrading, whichin resources industry by way of practical survey and theoretical research. To argumentthe development of resources industry crowding out of human capital, and the lack ofhuman capital locking the industrial structure of urban economies. The Locking effectbetween human capital and industrial structure hindered the sustainable developmentof resources city economy. On the basis of theoretical research, this article set up aneconomic model which may development sustainable containing the human capital factors in Yunnan province, to analyze the influence factors of industrial economy byempirical data. The accumulation of human capital is the main reason for the rapiddevelopment of industrial economy. Improving the level of human capital, speedingup human capital accumulation is the important prerequisite for the sustainabledevelopment of resources industry of Yunnan economy.As a typical resources province, resources industry in Yunnan province plays animportant role in the industrial structure. But it is not strong in the nationalcompetitiveness, can’t able to eastern industrial transfer. To achieve long-termdevelopment, Yunnan must give full play to the advantage of abundant resources,improve the stock of human capital, and realize the upgrading of industrial structuregradually, to improve the resources city economy comprehensive strength. Topromote the economic sustainable development from Technological innovation,technological upgrading, product upgrading, development of new products increasethe industrial added value, extend the industrial chain, and promote the upgrading ofindustrial structure.
