The Control Problems And Countermeasures Of Financial Management Control In Chinese Public Service Institution

With the growing of Chinese economic strength,The countries have also increasedinvestment in financial funds of institutions,and reform the financial managementsystem.however,In the old institutions management system,Institutions lack of internal controland risk management awareness,with the low utilization efficiency of financial funds,and thereare many problems of the funds usage and oversight processes,Institutions managementprocesses, in particularly, the control of the financial running is inefficiency,even exist the illegaluse of funds, public funds misappropriation, waste of money and other issues,which will greatlyincrease the pressure on Chinese financial and Slow down the development of the social andpublic utilities,these may impact the quality of public services and social security.so,Increase thelevel of internal control and management of the institutions,improve the awareness of riskmanagement of Institutions and pay more attention to the reform of the financial managementsystem are become the Important research issue of our institutions and the development of publicservices.This study is basing on the theory of internal control and the relevant regulations of thefinancial management of the institutions and its key management objects. The first part of thispaper describes our institutions internal control of the financial management situation, proposedresearch method and meaning.the second part Introduces the basic theory of internal controlsand its effectiveness,the third part Identify the the problems of the financial management controlof institutions,there are three reasons cause the problem:institutions system, mechanisms offinancial management and internal control management.At last,the thesis do analyse the Internalcontrol features and scientific,Then proposing solutions for control problems in the financialmanagement of the institutions from the perspective of the internal control.
