Study On Social Long-Term Care Insurance System With Chinese Characteristics

Since the21st century, the process of aging of population in China is rapid and the population of elders is increasing rapidly. At the same time, the trend of aging of elders is more and more obvious. In addition to this, as the influence of the family planning policy, the situation of the economy and society and the employ-mental structure, the trend of miniaturization and vacancy of the family structure in China is more and more serious. Based on the reason above, the elderly dependency ratio increased gradually, the population of separated elders increased rapidly and it is more and more important of providing the daily and medical care for the elders. Therefore, the situation of lagging of sliver industry in China must be changed.In order to close the blank of social long term care insurance in China, to provide the security system for the development of silver industry and to promote the dignity and happiness of the elders, this paper discussed how to establish a practical social long-term care insurance system with Chinese characteristics based on the social background, the national situation in China and according to the successful experience in the filed of long-term care in the worldwide and the special physiological and psychological characteristics of the elders. In order to discuss it clearly, this paper elaborated the family supporting for elders, community nursing, providing for the aged in institutions, the raise and payment of social long-term care fund, the training of staff committed to provide long-term care services for elders, the pattern of long-term care services and the supervision of it. This paper is divided into five chapters:Chapter One:Introduction. This chapter explained the background and the significance of the topic. At the same time, the chapter elaborated the theoretical basis, domestic and international literature review and the related concepts in the field of long-term care. In addition to this, the chapter stated the research methods and the innovation and shortage of this paper.Chapter Two:The Aging of Population and Long Term Care System. In the beginning, the chapter elaborated the situation of the aging of population in China. Based on this, the chapter analyzed the demands of long term care services of the elders and elaborated the necessity of establishing the long-term care system. In addition to this, the chapter analyzed the favorable factors and the barriers in establishing the long term care system.Chapter Three:The Comparison and the Revelation of the Foreign Long-term Care Systems. This chapter elaborated the long-term care systems in Japan and Germany. Based on this, the paper summarized the advanced experience of the long term care system in the worldwide in order to provide the reference for the long-term care system with Chinese characteristics.Chapter Four:The Design of Social Long-term Care Insurance System with Chinese Characteristics. In the beginning, the chapter elaborated the principle of establishing social long-term care system and analyzed the relationships between the social long-term care insurance system and the other social insurance systems. In addition to this, the chapter put forward the facing mode of the long term care system which is suit of our national condition. At the same time, the chapter discussed the operation and management of the long term care fund as well as legislation of social long term care insurance, in order to ensure the development of social long term care insurance system in China.Chapter Five:The Construction of Supporting Measures of Social Long-term Care Insurance System with Chinese Characteristics. In order to provide the protection of the construction for social long-term care insurance system with Chinese characteristics, this chapter discussed the supporting measures of it in the field of the organization and delivery as well as the quality controlling of the long-term care services.
