Management Model Enterprise Maintenance Provincial Power Company's Comprehensive Plan

With the rapid development of Chinese economy and the Chinese electric power system reform, electric power enterprises are facing macroeconomic situation and internal environment has undergone profound changes. In the background of t establishment of power market, the mode of the traditional planning management, which is adopted by our grid enterprises, shows more and more drawbacks. It cannot escape the bound of experience management, and also lacks considerations of the overall situation and co-ordination, which cause the shortage of effective communication and cooperation between departments, and the increase of unnecessary work. It also influences work efficiency directly, confines the construction and reformation of the planning system, and affects the economic benefits of the grid enterprises. Comprehensive plan is the enterprise’s annual operating plan, which is under the guidance of the corporation’s strategy and fully considering the internal and external constraints, determined by the arrangement of enterprise business objectives and to achieve the goal of the year. As an advanced mode of management, the Unified Planning Management combines advanced management ideas of System Management, Management by Objective Quantitative Management, Process Management, and Information Management. Comprehensive planning leads the objectives and programme of the enterprise’s work, and is the effective means of strengthening intensive management and the fine process control. It is also an important initiative to improve the internal control system and the effectiveness and efficiency of enterprise, and to promote sustainable development of enterprise. In the electric power enterprises, carrying out a comprehensive plan is to better develop strategy of country and to service of the social economy and to improve people’s living standard.This research is based on basic theories of the Unified Planning Management systematically sustainable the four major systems, Organization, Procedure, Index and Evaluation, and takes five aspects into the process of the Unified Planning System, which are Unified Planning, Comprehensive Budget, General Statistics, Analysis of Economic Activities and Performance Appraisal, to further perfect the system of the Unified Planning Management. On the basis of this, we also combine the advanced experiences of domestic and foreign enterprises, raise the mode of Unified Planning Management for the Maintenance Company of grid enterprises and emphasizes on constructing the index system and evaluation methods of the Unified Planning Management for the companies in order to provide a precise evidence for the Maintenance Company of grid enterprises to realize their goals.
