As the product of financial regulatory authorities to resolve the local financial risk, City commercial banks were restructed on the basis of urban credit cooperatives. it has made City commercial banks through17years’ rapid development become an integral part of the banking system in China. They were located in the supply of local service, small and medium enterprises service and city resident service when it was established firstly because of its special background, however, due to their own business needs and policy environment, in recent years, they have been pursuing inter-regional development to expand their scales, and deviating from their original market positioning. On one hand, this phenomenon will do bad to our banking system, on the other hand, it is not conducive to the sustainable development of city commercial. As financial institutions who aim to earn money, City commercial banks would like to improve their return and reduce the risk, but we don’t know if there is any evidence show that cross-regional development can help or not, we do this research to solve this problem.The emergency of city commercial bank is due to the intention of providing service for medium and small enterprise, urban public. The regulatory authorities have been guided by the principle of the establishment of the city banks,relying on its local operating characteristics and local SME cumulative proprietary information superiority, specializing in the provision of financial service for the local economy and the local public community banks. However, since October2004,the China Banking Regulation Commission approved the Haerbin City Commercial Bank, according to market,the acquisition of the Shuangyashan City buiding application urban credit coorperatives, City Commercial Bank opened a prelude to the cross-regional business. Still later, there has been a more common phenomennon, many City Commercial Bank broke the limit, so they expanded rapidly. This is mainly due to the CRBC gradual relaxation access policies for small and medium-sized commercial bank brand branches, this is not only beneficial to a certain extent between city commercial promotion of a good business model, but also conducive to banking innovation. At the same time, however, some problems also stand out, as the development of China’s city commercial banks operating with initial position deviation and so on. Can cross-regional development solve problems faced by the city commercial banks, achieve the original intention of expanding its scale, reduce risk?In the article, the first part introduces the background and significance of this research and summarize the status quo of this subject around the world,striving to be innovative based on the previous studies; the concept of cross-regional development is a prerequisite for the research on the impact on return and risk of City commercial bank of transregional development, this article provide this information in the second part,, comparing differences of city commercial banks and development of single City commercial bank. The third part of this paper briefly introduce the changing attitude taken by the regulatory authorities for city commercial banks transregional development as well as the way they chose to run in other cities. And then focusing on why the City commercial bank persue to operate in other cities and the current situation and the problems caused by cross-regional business. As the core of this article, the fourth part chose40city commercial banks during2007-2011as a sample, select the return on assets (ROA) and the non-performing loan ratio (NPL) as the indicators of return and risk, study effects on ROA and NPL of City commercial bank of the degree of cross-regional development, under control of asset size, corporate governance, loan concentration,GDP and other variables. Results show that cross-regional operation can reduce the return but also cut down the non-performing loan ratio of City commercial bank. In the fifth part of this paper, it is recommended that the regulators should provide a fair and reasonable environment for the sustainable development of city commercial by completing the system and regulating in different ways. Meanwhile, City commercial bank should enhangce capability of risk management, make performance appraisal better, select perfect cities and right methods to develop..This article seeks to surpass our predecessors used only qualitative methods is whether it should be a cross-regional business city commercial status of research, By regression analysis of the degree of cross-regional business impact of their income and the level of risk.The development of the subject of the literature about cross-regional bussiness of commercial banks in foreign countries is not in a minority, but because of the background of China’s city commercial banks, the study results are not suitable for this special group of China’s city commercial banks. And our research so far the city firm focus on the normative analysis, the article also consider the risk and benefits of the city firm, to research the impact of cross-regional operation of these two aspect.
