Operational risk has become one important field of global banking riskmanagement in. It has been for the banks which shouldn’t be ignored losses, andaffect social financial economy, world banking industry and regulatory authorities toharm to it have to be valued. At present, the Basel Committee on banking supervisionin the new capital agreement has determined the operational risk of commercial banksas the third big risks, ranking after credit risk and market risk, and also put it into thecapital regulation range, theory research of operational risk and the first two riskcompared to the much later, at the same time the risk management of commercialbanks in areas with relatively weak.1. Based on the premise of literature and data, the definition and classification ofoperational risk is divided again and confirmation. In the essence of operational risk,and credit risk and market risk by analysis under the premise, that operational risk isone of the fundamental risk of commercial bank, and by using the basic principles ofthe institutional economics, presents a typical case of operational risk for the actualsituation of China Construction Bank Jilin branch.2. In Jilin province construction bank operational risk loss events as empiricalresearch, operational risk loss characteristics from operational risk losses for manyexamples of the Construction Bank of China in Jilin Province, and based on theempirical and loss characteristics found in Jilin CCB management problems anddefects existing in the process of operation risk. From the specific characteristics ofoperational risk loss, the human factor is the main reason for the Jilin ConstructionBank Operational Risk; personnel, procedures, systems and external events is thesource of operational risk.3. This paper from creating a risk management environment, establish properrisk management as the core of the internal control system and strengthen the operational risk management processes, the Jilin construction bank operational riskmanagement system put forward, to achieve the purpose of comprehensive riskmanagement, so as to improve the bank’s market competitiveness.4. The improvement of operational risk regulatory constraints of China’scommercial banks, the supervision mode should be based on direct supervision toindirect regulation, the operational risk into the minimum capital requirementregulation range, the establishment of a joint supervision and coordinationmechanism led by the CBRC policies; secondly, this paper determined and follow theconstruction the information disclosure system supporting appropriate aspects ofConstruction Bank of China in Jilin Province, to the information disclosure of marketdiscipline system is relatively complete is proposed; finally, this paper discussesabout the external auditing and banking self-discipline constraint relations tostrengthen commercial bank operation risk problem.
