Administration and service are always the theme and life of taxation. Reform andinnovation are the inexhaustible power to improve tax collection and administrationservices and its performance. At present, China has basically built the model of taxcollection and administration “based on tax declaration and optimization service,supported by computer network and featured by centralized collection, key check andenhanced management”. As the national economy grows, state tax departments areconfronted with a completely different environment of tax administration which ismainly represented by more taxpayers, more complex tax sources, stricter requirementsof control and management, etc. In view of new circumstances and changes, people stillcannot adapt to the new mode of tax collection and administration services in terms ofnew ideas, models, means and service supply, etc, which brings taxation newrequirements and challenges.Against the new backdrop, the ways to optimize tax service, improve thetaxpayer’s satisfaction and compliance, manage tax source professionally, enhancequality and efficiency of tax collection and administration are the core task and problemthat confront tax authorities of all levels. Tax departments should keep abreast with thetimes, resolve the current the prominent contradictions and problems with the strategicperspective and forward thinking and deepen the innovative transformation of taxcollection and administration services. Under this circumstance, to guide the city’s taxcollection and administration services of national tax system effectively, the ChengduNational Taxation Bureau proposed to introduce the innovative transformation of taxcollection and administration services, cater to the needs of tax help of all levels andreinforce the administration of tax source in2011. In the practical work, the innovativetransformation of tax collection and administration services of Chengdu NationalTaxation Bureau shows its unique advantages. However, there is still some room forimprovement. Thus, the study has not only academic value but also practicalsignificance.In the method of case study, empirical analysis, literature analysis, etc, the authoroffers an elaboration of development trend in China’s model of tax collection andadministration and an analysis of its effectiveness and problems. In addition, on the theoretical basis of public service and tax collection and management, proceeding fromthe current tax collection and administration model in Chengdu, the author also explainsthe reform thinking, specific measures, core factors, and effectiveness and problemswith “innovative transformation of tax collection and administration services” byChengdu National Taxation Bureau as an example. In view of the countermeasures andsuggestions with the needs of practical work, this thesis sheds some light upon andoffers some references for the development of “innovative transformation of taxcollection and administration services” by Chengdu National Taxation Bureau.
