The Research On Efficiency Of Banking Support For The Development Of Low-carbon Industry In China

Low-carbon economy gradually becomes the worldwide main stream of economydevelopment since the21century. To develop low-carbon economy should place stress on itscoordination with finance, especially the relationship between banking industry andlow-carbon economy. Banking is the core of modern financial industry. It provides funds,products, services and other supports for low-carbon economy. Research on the efficiency ofbanking support, not only helps sustainable development of low-carbon industry, but alsohelps banking industry adjust and improve its operating strategy and profit model.This paper first discusses the related theories of low-carbon economy and financialsupport and finds out the relationship between low-carbon economy and low-carbon industry,sustainable development, financial support, low-carbon finance. Secondly, qualitative analysisis undertook to elaborate the practical experience of the banking-support low-carbon industryat present stage, e.g. green-credit policy of the commercial banks, intermediate support,low-carbon finance derivatives, policy banks support model and banking innovating supportmodel. Thirdly, quantitative analysis is conducted by applying DEA. Based on the assumptionof completed data,35Chinese low-carbon listed companies were chosen randomly from2007to2011. Setting long-term loan and debt interest rates as input variables and net profit asoutput component, a BCC-DEA model and a DEA-Malmquist index model were established.After data initialization and nondimensionalization, MaxDEA5.0and Deap2.1were applied tosolve the model. The result shows that the efficiency of banking-support low-carbon industryis not obvious but it is in an increasing return to scale stage as whole.According to the present efficiency of banking support on low-carbon economydevelopment, several suggestions are put forward in the respects of government policyguidance, banking support improvement and low-carbon industry operation advancing,aiming at exploring a new road of development that suited China’s own conditions bycombining the efforts of the Government, banking and low-carbon enterprises.
