| A city or a region to speed up the development, only based on the local own resources is not enough, also need continually to expand development space in a larger scope for the optimal allocation of resources. With the economic globalization and regional economic integration accelerating, new city district, formed by metropolitan’s urbanized region, has become the leading power in the process of regional economic integration. The leading industry in new city district will produce huge radiation effect on its surrounding areas. Through exporting information, technology, capital, industry and service, it will promote the whole district being a new economic growth pole to drive the development of the region even the nation.Leading industry of a new city district is the lifeblood and initiative of regional economic development. It determines the overall condition of regional economic development, the pace of technological innovation and competitiveness. Selecting and cultivating new regional leading district properly will be beneficial to gain a new growth engine of the area.Based on theories of domestic and foreign scholars about leading industry of a new city district, this paper will analyze the choosing principle of Puwan New District for leading industry and will take other domestic national new district’s leading industry choice as instances. By establishing mathematical model and studying data, Puwan New District’s leading industries could be determined. Finally, this paper will bring suggestion on detail measures.Through analyzing present industry development condition of Puwan New District and regional advantage systematically, as a new established area, Puwan New District has its imperfection in public infrastructure, lack of proactive and integral planning for advantage industry, other factors, such as unsuitable industrial structure and lack of innovation mechanism system, all of those elements determine that the district have to pay enough attention on the selecting of leading industries. Through analyzing data, this paper conclude that Puwan New District should choose fine chemicals, high-end equipment manufacturing and cultural education industry as regional leading industry., for which the government should take great measures on public infrastructure construction, creative institutional mechanism, supporting policies, talents building and updating way of investment promotion.. |
