In recent years, corporate social responsibility (CSR) has become one of the hot social topics. Central enterprises are the main forces of the state-owned enterprises, playing a major role in state-owned economy. This thesis focuses on how to promote the central enterprises to better fulfill their CSR. It is conceptually and practically significant to promote central enterprises to fulfill CSR. It can help handle the relationship between the expectations of external stakeholders, the enterprises business development and CSR, for promoting healthy development of enterprises and social harmony.Based on the CSR main theory, and the characteristics of central enterprises, this thesis constructed a three-dimensional theoretical model which is consisted of the expectations of stakeholders, CSR management and CSR function. From the expectations of stakeholders dimension, it identifies seven central business stakeholders such as the government and regulatory bodies, shareholders and investors, employees, customers, business partners, media and rating agencies, community and environment, influences from outside to inside, understand "what to do". From the CSR management dimensions, it describes five links such as understanding, organizing, planning, implementation and communication to illustrate a series of internal methods and processes to address the question of "how to do". From the CSR function dimensions, it analyzed four functions such as economic, political, social and environmental functions to determine the practical effect from inside to outside, address the question of "how is the job done".On the basis of three-dimensional theoretical model, this thesis selected China Mobile, which is a typical central enterprise, for analyzing its efforts around CSR. It found out not only China Mobile has made great achievements in corporate social responsibility, but also there are some relevant issues such as labor contracting, product and service quality, balanced development of the industry, CSR communication, the political functions of CSR, etc.Through in-depth analysis of these issues, this thesis provides suggestions from the perspectives of the enterprises, the government and the public, including the enterprises should consider every kind of staff as valuable asset, implement customer-centric business philosophy, strengthen communication and information disclosure; government should create a favorable external environment for the enterprises, improve laws and regulations of CSR, develop CSR norms and strengthen the assessment; the public should combine the consumer behavior with CSR, strengthen the media to guide public opinion.
