The predecessor of bank of agriculture commerce is rural credit cooperatives. The development of bank of agriculture commerce is good for agriculture and bank career. In the transition context, the development of bank of agriculture commerce should get more attention in order to do more for the economic development. The study takes A bank of agriculture commerce for example so as to explore the strategies and provide reference for the others. This study has some practical significance and theoretical value.The first chapter introduces the background of the reform of rural commercial banks so as to provide factual basis for the study. The second chapter studies the transformation of commercial banks in the context of strategic management. The third chapter describes the situation of N Rural Commercial Bank The fourth chapter introduces the experience of advanced rural commerce bank in order to provide experience for reform of N Rural Commercial Bank The fifth chapter explores the context of N development orientation and strategic measures of N Rural Commercial Bank.Management efficiency of A rural commercial bank has greatly improved after restructuring. strength of A rural commercial bank has markedly increased, and it actively fulfill its social responsibilities. Meanwhile, A rural commercial bank is also actively promoting institution building and constantly improving the quality of service. However, there are some problems of A rural commercial bank in the development process. These issues reflected in a single business, property management imperfect, being lack of customer-centric service model, poor risk management and inadequate human resource management. The emergence of these deficiencies has a certain subjective and objective reasons. A rural commercial bank is lack of market competition and risk awareness. Traditional management mechanisms and traditional personnel management modes have an effect on it. In addition, the establishment of a relatively short time also affects the effectiveness of the restructuring.According to the experience of domestic and foreign rural financial institutions, A rural commercial bank should conduct accurate positioning, execution and implementation of effective development strategies. First, it accelerates the reform of property rights and establishes scientific organizational structure. Second, it clears development orientation and actively serves rural areas and small and medium enterprises. Third, it is to improve market awareness and implement a customer-centric business management strategy. Fourth, it establishes a comprehensive risk management philosophy and enhances risk management capabilities. Fifth, it is to strengthen cooperation of all parties in order to achieve win-win strategy of interaction. Sixth, it is to expand the business scope, strengthening capacity building of radiation. Seventh, it is to adhere to people-oriented and build a scientific human resources management system.
