With the condition of market-oriented economy, China’s high-tech SMEs are the most promising and most dynamic enterprises, they are also the base of high-tech corporations, high-tech SMEs bear the important task of technological innovation, they have made important contributions for China becoming an innovation-oriented country, and they are playing an increasingly important role in the operation of the national economy. However, due to its own characteristics and the environment and other aspects, the growth and development of high-tech SMEs are inseparable from the support of funds, or they will still be in a weak position in the fierce market competition, therefore, the government’s financial funds are particularly important to accelerate the pace of high-tech SMEs. Research on high-tech SMEs financial support policies, we can find the problems faced by the high-tech SMEs, analyze the issues of financial support policies, learn from foreign financial support policies to improve the financial support policy system of our high-tech SMEs.This paper is divided into four parts. The first chapter is the introduction, it describes the background, purpose and research significance of this article, then reviews the research profile at home and abroad, summarizes the research ideas and methods and finally puts forward the possible innovation. The second chapter describes the standard definition and development status of China’s high-tech SMEs, and introduces the theoretical basis of the fiscal expenditure performance evaluation. The third chapter introduces the status quo of set of laws, regulations and administrative agencies, the support of special government fiscal funds, government procurement support, fiscal financing support and public service system, does a comparison with the U.S. experience in support of small business, and analyzes the problems of the existing policy system of high-tech SMEs. Chapter Four draws on the experience of the U.S.A on small businesses credit guarantee, business incubators, then a series of policy recommendations are given on how to improve the efficiency of the government special funds, how to improve the government procurement system, how to increase guarantees efforts and how to increase funding on technology business incubators.
