Therefore, it is necessary to make scientific audit of economic responsibility of Township, select the appropriate evaluation system, economic conditions, in the period of responsibility of objective and comprehensive response township.Based on domestic and international relevant theory of economic responsibility audit, the audit, tgera were reviewed and the review of research status, the evaluation index system of tgera binding on this foundation, put forward the index system of the application of the technique of BSC-TOPSIS to construct the economic responsibility audit of Township, and established the related evaluation criteria for scoring of BSC two level and three level index, finally the application of TOPSIS fuzzy analysis method, to estimate the tgera status.The main conclusions are as follows:(1) using the BSC-TOPSIS algorithm, to study the tgera evaluation using empirical methods, from construction to determine the weights and scores of the index system, and puts forward a series of economic responsibility for quantitative evaluation of the evaluation index system of township. In the current domestic about tgera evaluation is mostly from the qualitative perspective and analysis of the current situation of the research, this research is based on the standard research, to conduct empirical research by BSC-TOPSIS theory, make a scientific assessment of tgera from quantitative angle, so that the township economic responsibility audit evaluation result more quantitative, scientific, fair. (2) the tgera evaluation index system has great practical significance, based on the BSC-TOPSIS index system, and has good practicability and operability, it can be fully integrated into the economic responsibility audit of township to the specific business operation, to further improve the operating methods of economic responsibility audit Township the mayor, improve the scientific and accuracy of the results of comprehensive evaluation of the audit.(3) by using the method of combining the normative research and empirical research, to construct a balanced internal and external relations in the frame of BSC, the evaluation index system, using the TOPSIS algorithm, balance of both qualitative and quantitative factors, causes the research conclusion to minimize the subjective factor, justly and objectively, but also let the township to see the direction of tomorrow.
