The paper describes the process of mail delivering, analyzes main costs and resource factors, and describes the thinking process of ascertaining the cost plan and controlling costs.Mail delivering process can be divided to four subprocess according to the analysis of the current postal mail delivering network and processing mode, the Collecting, Sorting, Transport and Delivery. This paper analyze the main costs and resources in transport workflows by drawing lessons from Activity-Based Costing(ABC). This paper also analyzes the main factors affecting the transport costs.Basing on research, This paper ascertains the cost plan of transportation by estimating the main factors affecting the transport costs, and put cost control into effect by measuring cost, analyzing exception,improve cost control,costs balance and other measure. Cost control can use sigma management.The paper factually describe how to draw lessons from theory in researching mail transport cost control.The experience of the paper can be used for reference by other Transportation enterprises in cost control.
