The Research On The Budget Management Of Changde Tobacco Machinery Company

In face of increasingly complex external environment, it is necessary for theenterprises to promote their management capabilities. Budget management used forthe enterprises’ development and application has become an effective way to help theenterprises to achieve the strategic objectives in the new economic situation. Thepaper is of great significance to improve the management level of enterprises. It isalso an important part of corporate financial management and an important means toenhance economic efficiency, and is wildly used as a control measure in enterprises’internal control. Machinery industry, as a traditional industry, must adapt to the newrequirements of sustainable development by innovating enterprise management modeand establishing and improving the budget management system so that companies areable to cope with the complex international environment and domestic political andeconomic reform and to maximize enterprises’ value. Changde Tobacco MachineryCo., Ltd., which is principally engaged in the tobacco machinery production andoperation, is by the holding of Chinese Tobacco Machinery Group Co., Ltd. In2010,the company developed a budget drafting system and the implementation of thebudget report. But there are still some questions which need further promotion duringthe actual implementation process.Initially, the paper reviews the experiences and lessons of both domestic andforeign budget management and summarizes the theoretical basis of budgetmanagement. Then the paper summarizes the status of the budget management ofChangde Tobacco Machinery company from the perspective of budget drafting,budget execution and control, budget assessment. And by using theoretical analysisand empirical analysis the existing problems of the budget management are proposed.Additionally, the measures used to improve the budget management of ChangdeTobacco Machinery company are proposed from the point of organization of budgetmanagement, budget drafting improvements and budget assessment system. Lastly,the paper concludes the whole text, and comes up with an outlook for further research.This study will help to improve the management level of enterprises, promote theenterprises’ internal control system and boost profits.
