According to the requirements of developing ecological economy inthe12th five-year provincial plan, by2015, the contribution rate of science andtechnology is to be achieved over63%of agricultural production, and above70%ofthe conversion rate for agricultural science and technology achievements As apromoting factor of the new rural construction, ecological agricultural extension is thekey route to the change of ecological agriculture productivity. To achieve these goals,It is the best and effective way to strengthen agricultural extension which is moreconducive to the ecological protection and agricultural economic transformation.As one of the major grain producing areas prescribed by the state to ensure foodsecurity, in2000, Heilongjiang province is formally approved to the construction ofecological province while has set the development of ecological agriculture to the firstplace of the agricultural construction.Our natural environment is unique for thedevelopment of ecological agriculture and green industry.At the same time.we alsohas the fine traditions for the development of ecological agriculture. As constructingthe ecological agriculture, lots of effective measures has been taken for the extensionfrom which a lot of experience has been accumulated.Based on the related theories of agriculture extension, learning experience fromthe American and other provinces such as Guangxi for promoting ecologicalagriculture, comparing and analyzing to the problems existing in the ecologicalagriculture development in our province, there are still many problems in popularizingecological agriculture. For system construction: The traditional government-ledagricultural extension system restricted the ecological agriculture development in our province; For resource security: Law and finance security system of ecologicalagriculture is not perfect; For personnel quality: Generally speaking, farmers qualityin our province is relatively low, marketing personnel quality is uneven. The extensionof ecological agriculture in our province has been seriously hindered because of aboveproblems to which need to pay enough attention.
