China has formed three major telecom operators in the whole business operationmode, mobile, broadband markets become increasingly competitive. Communicationscompany operating mode from "technology, network drives " to " market-driven " and"customer-driven" transformation, only the pursuit of high-quality individual customersand enterprise groups loyal only possible in the future market competition in thecommunications business advantage. High-quality network, quality of service, targetedand actively explore the enterprise information and Internet services are an importantmeans of attracting users, which is affecting all carriers of strategic focus. Created as acommunication point of corporate profits is one of the basic network planning andconstruction, good network planning is the enterprises to reduce operating costs andimprove the competitiveness of the important part. Customer-oriented scientific networkplanning is an important requirement for the new era. The current network planningmethods, mostly according to the traditional theory of coupled human experience innetwork planning perspective, from network construction to expand the amount ofnetwork capacity problems, the lack of advanced quantitative methods intelligent.Meanwhile, with the size of the market growth, expansion of the network, thetelecommunications enterprise itself has accumulated a large number of customers,network, resource capacity data. In the modern information age, the potential value ofinformation in huge amounts of data to uncover them, from the existing data to extractthe value of knowledge, making the network planning to the scientific and intelligentdirection. Data mining technology is to achieve a scientific network planning strongsupport of this goal.For data mining applications in network planning problem, this paper focuses onthe telecommunications network proposed data mining application of the rulesignificance, data mining and data warehousing technology related knowledge, datamining and network planning phase between research and its application, based on aTelecom broadband access network planning is actually the background, based on datamining techniques to study network planning difficult problems to solve. First, thepaper analyzes the development of the industry communication operators, applicationPEST method to analyze the development of the industry environment. Second, the introduction of the basic principles and methods of network planning, and then explorethe data mining point of application in network planning and research value. Third, theestablishment of a data warehouse, the telecommunications business entities based onexisting databases, combed the network planning to build a data warehouse, in order tolay the foundation for further data mining. Fourth, the study based on data miningalgorithms to select the appropriate choice to establish a hotspot network planningmodel, network resource utilization model, elaborated mining goals, the underlyingdata sources, mining methods, and the implementation of the data mining model theenterprise data mining tasks, the completion of practical solutions to problems.Research results for the industry and other enterprises to provide a reference referencevalue.
