Effectively solve the ‘three rural’ problems will have significant impact on the stableof economy and the development of social. With China’s economic and social developmenthas entered a new stage in which industry promotes agriculture, urban township, basicallyhave the ability to support agriculture, rural areas and farmers. The current agriculture andrural areas in China is undergoing profound changes, the ‘three rural’ problems facing withnew challenges, such as the restraint of agricultural resource and market environment,more difficult to ensure the balance of supply and demand of agricultural products, morecompetition in the agricultural product trade, also more problem to get comparativebenefit, promote stable development, grain farmers continued to increase difficulty andmore widening gap between urban and rural areas. These show that we must consciouslystrengthen the fundamental position of agriculture, increasing strengthens of agriculturalpolicy. Many countries in the world according to their own national conditions take thefood subsidies to the agricultural subsidy policy, established a mature and efficient systemof subsidies, however, agricultural subsidies in China started late which is facing manyproblems, need to constantly improve and perfect.The implementation of China’s agricultural subsidy policy has different contents indifferent historical period. It has experienced negative protection phase, gives a balancedphase and transition phase. Since the late1990s, as China’s economic development hasentered the middle stage of industrialization, the national awareness of the importance ofthe issue of the "three rural" to further deepen. The beginning of2003central rural workconference held the first "supporting farmers" clear to adhere to the guidelines.2004is animportant date in the agricultural subsidy policy in China. In2004, the central No.1document as an opportunity to the country’s food subsidies in full swing, at the same timerelease the grain purchase price and the buying and selling market, marking the newagriculture the introduction of the policy. The sum of the direct four subsidies whichsupply to grain producers, superior seeds, agricultural machinery and comprehensivesubsidy is102.8billion Yuan in2008, doubling from the previous year. By early2013, theMinistry of agriculture continually increases these subsidies.This article is based on the background of China’s grain subsidies policy issues. Itlaunched an in-depth study theoretically on the basis of theoretical analysis of the foodsubsidy policy to prove the need for food subsidies. At first, this paper analyses thesituation of China’s grain, including grain production, consumption and supply and demandsituation. It summarizes the evolution of China’s grain subsidy policy also analyses the roleof China’s grain subsidies path from the land, physical capital and labor, then it has a depthdiscussion of how the subsidy policy affect the farmers behavior of decision-making, onthe empirical analysis of the effect of China’s grain subsidies. At the same time, the articlesorts out some experience of food subsidy policy from the United States, Japan, India andsome other foreign countries and in order to draw lessons from them. Finally, it gives somesuggestion of establish a sound agricultural subsidy policy system.
