Many port cities in the world depend on the port to develop industries, especially port industry so that there are gradually formed the port industrial cluster, which makes these cities be on the road to success of being prosperous and developing and so as to form the economically developed port industrial area, that promote the economic growth of the vast hinterland.Ningbo has rich port resources, long coastline and rich international shipping system, which make the city has the congenital advantage to develop port-vicinity industries. Ningbo port petrochemical industrial cluster, which is based on big port throughput and through nearly30years of development,has begun to take shape and become an important support for regional economic development in ningbo. This article,through analyzing the characteristics, the present situation, the superior basic condition,advantages and opportunities of ningbo port petrochemical industry cluster development and the important position in the domestic industry, makes analysis of the condition and environment of port petrochemical industry cluster development in ningbo, and put forward guiding ideology, basic principles and development goals for the development of the ningbo port petrochemical industry cluster. At last I put forward countermeasures and suggestions for the development of ningbo port petrochemical industry clustering,which are from to improve and implement industrial policies, to strengthen the industry layout,to improve the industrial connection, to promote circular economy mode in the park, to set up the talent support system, do a good job in environmental protection work and so on several aspects.The research of the development of the Ningbo port petrochemical industry cluster in this paper is of great significance for construction and development of the Ningbo port petrochemical industry cluster, improving the competitiveness of ningbo petrochemical industry and rapid development of ningbo economy.
