Catastrophe Loss Allocation Proportion

Over the years our country had suffered huge losses because of catastrophe risk, which mainly rely on financial allocation and post-disaster social donation. Obviously, the commercial insurance has not yet been blend in the management system of the catastrophe loss. Visible, our country has not yet established reasonable catastrophe loss-sharing mechanism and quantitative research about the share of the catastrophe risk loss, which is obviously not good to determine the parties to the social catastrophe loss allocation proportion.The paper refer the advanced experience from foreign of catastrophe risk management, based on flood disaster management in the Huaihe river to build the systemic research, which we should adopt to compensate the economic losses caused by catastrophe. The paper uses SPASS principal component analysis and fuzzy evaluation method to assume the responsibility of the proportion in the basin body (valley residents, local governments, the central government, insurance companies, capital market), which can determine the insurance rate in the Huaihe river.The paper has divided into five sections. First of all, from the view of the background and the significance, the paper reviews and combines the relevant literature about the catastrophe risk compensation mechanism, and then puts forward theoretical basis, the framework, methods. Secondly, the paper expounds the relevant concepts about the catastrophe risk, development trend, compensation mechanism and takes an overview of the loss sharing mechanism and the existing problems. Thirdly, the paper introduce the situation and characteristics of the flood losses in Huaihe river, as well as the research about the main market body for catastrophe insurance capacity and analysis the necessity and feasibility of loss-sharing mechanism idea in the huaihe river flood. The fourth part mainly solve the problem of catastrophe loss share proportion, using SPSS principal component analysis to divide four provinces in the huaihe river into different pay cost level,which take differentiation strategy to collect fund cost according to the previous disaster losses. The fuzzy evaluation method is used to define the share proportion about the central government, local governments and people. At last, the paper proposes the further measures and Suggestions to consummate our catastrophe loss-sharing mechanism counter on the basis of the result about SPSS principal component analysis and the fuzzy evaluation.
