Research On The Guiding Of Government’s Scientific And Technical Innovation Policy

Innovation supports development, technology leads the future. At present, thegovernment science and technology policy research should be focused on scientificand technical innovation rather than on the previous research and the policy ofdevelopment. Since reform and opening-up, our government scientific andtechnical innovation policy-oriented research has been developed. The researchdirection of this paper is determined in such a background.In this paper, the research of deepening the theory of the scientific and technicalinnovation and the role of government in scientific and technical innovation policyhas theoretical significance and practical significance. The article analyzes andsummarizes the guiding of foreign government’s scientific and technical innovationpolicy, and provides learning experiences to our country in the policy of scientificand technical innovation. It also provides an important theoretical basis to thegovernment in promoting scientific and technical innovation policy and Chinadeveloping on the way of scientific and technical innovation with Chinesecharacteristics. The government not only performs a dominant role in theinnovation of science and technology, but also plays an important role in policy ofscientific and technical innovation.This paper introduces the relevant meanings of scientific and technical innovationand the functions of the government, explaining the functions of the government asthe principal of technological innovation. The author actively takes references onthe guiding of government’s scientific and technical innovation policy oversea,summarizes the enlightenment of foreign government to our country, and points outthe orientation of our country government scientific and technical innovation policy.This paper researches the experience of guidance to foreign government’s scientificand technical innovation policy, this article borrows from rewarding developmentfactors for our country at present stage from the three countries (the United States, Japan and India) and looks for revelation for developing scientific and technicalinnovation policy in China from researching the process of hose governmentsscientific and technical innovation policy orientation. Finally, through studying thesupport of Chinese government for scientific and technical innovation policy, theauthor centrally analyzes scientific and technical innovation policy in three periods(period of the establishing country, period of reform and opening-up and new period),and then to research the guiding of Chinese government scientific and technicalinnovation policy.
