Study On Evaluation And Selection Of Our Country’s Urban Advantageous Industries, As Well As Comparison Of Their Competitiveness

More than30years of reform and opening up, China integrated the separate planning mode into the opening-up strategy, through institutional reform and innovation as well as elements resources in large quantities of import and export, rapidly join into the global market system. However, along with the huge changes in the domestic and international environment, the development of the extensive mode of economic growth, which used the market for technology, land for investment and was characterized by factor-driven, is facing serious challenges.How to crack this type of urban development problems, to rethink their strategic positioning in the new environment and new historical conditions, has important practical significance.Based on the definition of advantageous industries, this paper clarified the theory and factors of urban industrial competitiveness, using the comprehensive index evaluation method, research on the urban advantageous industries and its competitiveness.Firstly, built Competitive Industrial Determination Index (CIDI) model to selected advantageous industries of separate planning cities, through comparative analysis, using coefficient of variation method, obtained the main reasons of manufacturing industries’advantages including industrial specialization, production technology level, the amount of capital, and market control composed by strategy and structure; the main reasons for the formation of service advantageous industries including industrial innovation model, the degree of specialization and skill levels of workers.Secondly, analyzed the main factors of urban industrial competitiveness through its evaluation results, including the factors of production, the development of competitive industries, and industrial innovation in three aspects. Among them, labor productivity, capital profitability, dominant industrial scale, high-tech industrial development, technological innovation, R&D investment as the main factors, ability to grow of competitive industries, urban infrastructure, business environment, social environment as a secondary impact factor. Combined with the cities "12th Five-Year" development plan, pointed out that the direction of industrial development, including modern service industry, high-end equipment manufacturing, high-performance materials, biomedical materials, biomedical materials, new energy and new energy vehicles, marine high-end industry and so on.Lastly, put Qingdao as a study case, through horizontal and vertical contrast, SWOT and Boston Matrix analysis, to find the existing problems of Qingdao’s industrial development, including weak stamina, structural imbalance, lack of growth momentum, and determined the basic direction of Qingdao’s industrial development is:focus on the development of high-end equipment manufacturing, software and information services; actively promote the new materials, new medicine, new energy, the three strategic emerging industries; optimized develop tourism, exhibition and cultural and creative industries. Combined "fan shaft" innovation strategy, the fundamental is to cultivate and select competitive industries, the approach is to foster innovation vector, strengthen strategic cooperation; the foundation is to improve the innovation system and innovative mechanisms as well as institutions, the focus is culturing talent, technology, systems, management and other aspects, the key is to transform government functions and improve the performance.
