Exit Mechanism Of Rural Housing Suburbs Of Beijing

A clear focus on establishing exit mechanism of rural residential land is clearing andstandardizing the ownership and use of the residential land, realizing the legitimatehousing property income of villagers, protecting the village collective has the fullownership of the residential land according to the law, revitalizing the idle land resourcesof rural collective, which has very important significance to reform and improve themanagement system of the existing residential land. Establish an effective exit mechanismfor residential land, can not only clarify the distribution relations among rural collectiveresources, property and individual farmers property interests, but also conducive toachieving the standard management and orderly operations of rural land resources.According to the requirement of the Central Government on reforming and improvingthe active management system to the residential land, and the "three up" and "land transferup" requirement for a new development in Beijing rural, in this paper, it analyzed thebasic characteristics of the rural residential land system and the outstanding problemsexisting in the specific operation, gave a classification combing on the focus problemswhich are concerned by the government administration, village collective and villagers.Through the field work and investigations in the plains and mountains rural in HuairouDistrict of Beijing, the writer obtained rare field data and heard the really voice of thefarmers. Real cases and feedback from the front line in rural areas, not only has played apositive role for a more comprehensive understanding on the management of ruralresidential land in suburbs of Beijing, but also provided a useful help for the research onthe main affecting factors of residential land exit mechanism establishment.In addition, based on the status and direction of rural development in Beijing, learningfrom the research achievement in Shanghai, Jiangsu, Zhejiang and other places, and thepractical experience in Tianjin, Chongqing, Guangdong and other places, the paperproposed the establishment of exit mechanism which is in line with the requirements of therural residential land management in Beijing.
