In October10,2010, Premier Wen Jiabao proposed that we must grasp the opportunityto speed up development of emerging industries of strategic importance, which in the “Adecision of the State Council on accelerating and cultivating emerging industries ofstrategic importance”. In order to speed up development of emerging industries of strategicimportance, especially high-tech SMEs (small and medium enterprises), we must build thesupport system of technology related finance. In this system, the bank of science andtechnology is a very important strategic role, which can greatly facilitate the financialsystem to provide credit support for emerging industries of strategic importance. At thesame time, high-tech SMEs, as the main technological innovation, has become one of themost important parts of an economic transformation in our country. As a new way to solvefinancial problems of high-tech SMEs, bank of science and technology has been paid highattention of the government, industry and academia.This thesis analyzed the different modes of bank of science and technology in China andAmerica to develop our bank of science and technology supporting high-tech SMEs.According to the comparison of different modes of bank of science and technology, andaccording to the experience abroad, we try to give some polices to establish theoptimization scheme for our country’s bank of science and technology. The paper made useof some analytical methods, including normative and empirical analysis, comparativeanalysis, quantitative and qualitative analysis, and system analysis.In chapter one, mainly we introduced the background and significance, and summarizedthe related international literatures. Then, I introduced the main point and methods of mypaper, including the creative points and shortcomings.In chapter two, we presented the relationship between bank of science and technologyand high-tech SMES. First, we introduced the high-tech SMEs and the bank of science andtechnology, then we analyzed the financial constrain high-tech SMEs are facing, therefore,It is necessary to develop bank of science and technology in China.In chapter three, we mainly made study on bank of science and technology in USA,especially the development of the SVB (Silicon Valley Bank). This experience has certainreference when establishing the optimization scheme for our country’s bank of science andtechnology.In chapter four, we introduced the mode of bank of science and technology in China,mainly sub-branch bank of science and technology, and made comparison with SVB invarious aspects.In chapter five, though deductive research before, we throw out some suggestions ofoptimizing China’s bank of science and technology supporting for high-tech SMEs.
