The performance assessment is the most important component to the modern human resources management and is an important tool and mean to it. It will not only develop and utilize the human resources and ensure the combination of the personal goals and the business objectives, but also will promote the all round development of the individual and ensure the advantage of the enterprises human resources. So, the performance assessment has become the core of the management of the enterprises and the enterprises human resources, which play a decisive role in the realizing the strategic target of the enterprise and improving the core competitiveness.Based on the theoretical of performance management, the paper researched the performance management system in tobacco company of Jiahe and designed the company performance management scheme. Firstly, the paper introduces the background and significance of performance management research, and then puts forward the ideas and the research content. Secondly in the basis of the first-hand information and historical data about the performance management in the tobacco company of Jiahe, this article reviews and combs again the research situation about performance management both domestic and overseas. It also explains the status, process and methods of performance management and uses empirical studies through interviews and questionnaire survey. On the basis of communication, it looking for problems and insufficiency in existing management system and analyzing the reasons. After the analysis of the reasons, it designs the performance management system. Implementation process is the subject of performance management system, which is discussed in detail. Finally, this paper summarizes the implementation stages and steps of performance management in the tobacco company of Jiahe, and analyzes the problems which may be encountered in the implementation process. And puts forward the support measures for the implementation of performance management program from four aspects, such as:Improving the organization and system construction, clearing the business processes and the responsibilities, establishing the performance-oriented culture, and optimizing the salary system, for performance management escort for the company.
