With the accelerated process of economic globalization and the midst of competitive environment, technological innovation has a decisive influence on a country’s economic development, the upgrading of industrial structure and the enhancement of the competitiveness of enterprises. Practice has proved that fostering innovation capability and continuous improvement not only relies on intense mechanisms provided by markets, but also requires reasonable intervention and coordination to create a good atmosphere and improve the efficiency of the transform from innovation to technology. Political research collaborative innovation has become an important way of building a national innovative system. But the establishment of collaborative innovative mechanisms are based on the reality of China’s social and economic development and the basis on political discrimination impact factors. Also it relies on the knowledge regular flow of the government, universities, research institutions and enterprises accurately.This paper aims to explore the influencing factors of innovation knowledge flow of political research collaboration from the government, universities and research institutes and business organizations. And it needs verify through empirical. On the basis of influencing factors, the key is to build collaborative innovation knowledge flow model to observe political research knowledge flows regularity through the system simulation software. The final step is to make relevant management strategies based on the results.The third chapter discusses the factors of knowledge flow of the political research collaborative innovation in government, universities, research institutions and enterprises. On the basis of theoretical analysis we propose the hypothetical model. Based on empirical investigation,we use structural equation approach to verify the factors. All preparations provide the basis for proposing the knowledge flow model in collaborative innovation activities.The fourth chapter on the basis of the participating political research collaborative innovation main factors affecting the internal flow of knowledge, also combined with the "knowledge flow model car" and "knowledge spiral model", proposes a knowledge flow model of political research collaborative innovation. Each of the major political research collaborative loop flow of knowledge innovation system are described in detail.The fifth chapter for knowledge flow model proposes simulation experiments by Netlogo. Simulation studies find that knowledge flows from high entropy to low entropy and new knowledge are more easily generated from the nearer spatial distance in the subject layer.Knowledge conversion rate in flow layer, the extent of absorption is decided by the nature of knowledge flow layer. Knowledge flows in political research collaborative innovation is not a single linear relationship. It is possible in the shape of ring.The sixth chapter makes a number of recommendations relied on the conclusions of the studies and researches on collaborative innovation system.
