The Research Based On C Management Mode To The Tax Culture Construction

It is exactly grasping the era development trend scientifically, the18th Party Congress reported a major proposition about promoting socialist culture and brings about its great development and enrichment, and it will be a long-term strategic task. The tax culture is the most important part of the advanced socialist culture. It plays a decisive role to the development of China tax career. Tax culture have a huge influence in changing the concept of tax officials, innovating the administration pattern, activating team vitality, improving people’s quality and promoting civilization. However, with the development of the times, tax culture construction now faced with a few of problems. For example, the lag of theoretical research, the imperfect system, the implementation of measures and the activities which are carried out difficultly. Through on the basis of field research on tax culture construction in Jiangxia district, Wuhan local taxation bureau by taking "He-he" management theory which comes from C management mode, this paper put forward with suggestions for further improving and reinforcing the tax culture construction. This paper is divided into five parts:The first part: introduction part. Summary about literature research include background, meaning, the general statement of this paper’s methods, ideas, main contents and innovative points.The second part: discusses the theoretical concepts and features of C management mode, and the usability of "He-he" management theory in the field of tax culture construction.The third part: analyzes the definition of tax culture. Summaries the elements basic characteristics and main functions of tax culture, and the necessity and important significance about strengthening tax culture construction.The fourth part: through studying the tax culture construction in Jiangxia district, Wuhan local taxation bureau, sums up the development status, achieved results, problems and reasons.The fifth part: with field research of tax cultural construction in Jiangxia district, Wuhan local taxation bureau, putting forward with suggestions for further improving and enhancing the tax culture construction by taking "He-he" management theory comes from C management mode around the following four aspects:behavior culture, system culture, material culture and spiritual culture.The main innovative points of this paper: first use of "He-he" management theory in the field of tax culture construction. Through the field research in Jiangxia district, Wuhan local taxation bureau, analyzing "He-he" management theory’s applicability for tax culture construction. It opened up a new path to the tax culture construction in our country particularly in local taxation department.
