In the real world, Agglomeration is a widespread phenomenon. This phenomenon is very common, showing a "center-periphery" form. As an important part of the industry, manufacturing has an important influence on the national economy, and the manufacturing industry agglomeration has a typical significance. This article studied manufacturing from the county administrative regions in China. Using spatial statistical methods, we analyzed temporal evolution of Chinese manufacturing agglomeration. We conducted an empirical study of factors affecting the manufacturing industry agglomeration through spatial panel data models. We found that agglomeration phenomenon from different manufacturing is inconsistent, and the mechanism of affecting agglomeration is also different.First, we sort out the theoretical context of the New Economic Geography to understand the theory of agglomeration mechanism. Using spatial statistical methods, we analyzed temporal evolution of21kinds of manufacturing agglomeration from the county administrative regions in China. By using a two-region model from New Economic Geography, we analyzed the mechanisms of various factors affecting the manufacturing industry agglomeration theoretically. Through theoretical analysis, we proposed six assumptions, and tested them with spatial panel data models. At last, we found that first nature has a great impact on the manufacturing industry; the greater market potential, the higher agglomeration level and industrial output; China is currently in the higher stages of transportation costs, the higher transportation costs at this stage, the higher the degree of agglomeration; technology has spillover benefits, improving the technical level can help promote the increase in industrial production; production factors have different effects on the agglomeration depending on manufacturing industry; only when certain conditions are met policy can promote industrial agglomeration, or the role of policy will be discounted.
