With the continuous development of our country’s economy, the development of thefinancial system played an important role in the development of national economy. Atpresent, China’s banking sector is divided into three echelons, where large state-ownedbanks as a first tier, large joint-stock Banks as the second tier,, city commercial banks as athird tier, Since the establishment of city commercial banks, It has played a huge role inpromoting the local economy and SMEs development, but there are some problems in themarket positioning in recent years, there are some city commercial Banks begin to competewith the first and second tier Banks. However, the problems of the market positioning ofblindness and resembling have being existed in the process of City Commercial Bank ofShandong Province. Mainly displays in the blind cross-regional operations, producthomogeneity and compete for clients with the big banks.This article from the perspective of financial symbiosis theory, analyzed the marketorientation of the ShanDong Province city commercial bank, and combined with economicdevelopment layout of "twelfth five-year" plan in ShanDong Province, expect to knowhow make a clear market positioning. so as to make the city commercial Banks to obtainsustainable development in the fierce market competition. Promote the continuousdevelopment of the regional economy.This article first to summarized the research of City Commercial Banks and FinancialSymbiosis Theory, and then analysis shandong province city commercial bank marketpositioning based on theory of financial symbiosis.In view of the situation of shandongprovince city commercial bank, points out its problems in market positioning, combinedwith financial symbiosis theory analyzes the factors that affecting the market positioning.Then do empirical analysis of financial symbiosis degrees,based on the panel data betweenshandong province city commercial Banks and small&medium-sized enterprise.Conclusionis between the City Commercial Banks and SMEs have no clear harmonious and stablefinancial symbiotic relationship. Then analyzes the developing mode of Americancommunity Banks and provide some useful reference;Finally, from the perspective ofFinancial Symbiosis Theory and combined with local economic development layoutrespectively.Point out that shandong province city commercial bank should make customerorientation on s SMEs and urban residents, localization should be positioned toCommunity Banks or development county financial development,and product positioningshould be given priority in the retail business, and should be coordinated with local economic layout first, cooperate with other City Commercial Banks that located in thesame development region, thus to obtain their own development, at the same time promotethe continuous development of local economy.
