With the development of reform and opening up, China’s economy is growing at high speed continuous development is gradually improving people’s living standards. In the development of the national economy, state-owned enterprises have been in a dominant position, the power of a very important contribution to the economic development process. Therefore, in order to improve the competitiveness of state-owned enterprises in the international market, China is actively carried out the reform of state-owned enterprises, through the comprehensive strengthening enterprise management, the establishment of a modern enterprise system, and created new opportunities for the development of state-owned enterprises. The ZSY building company as the largest construction enterprises in Lanzhou, good or bad performance of the business will affect government revenue and economic development, corporate social responsibility is also the growth of private enterprise at the same time gradually increased. However, compared with other construction companies, ZSY construction companies due to the development of a long history, there are many historical issues need to be addressed, and part of the staff of overstaffing, outdated equipment, and run the risk of the device. ZSY construction company must be positioned according to their own specific circumstances, and constantly improve the management level to achieve the sustainable development of enterprises in the development.Carried out in accordance with the basic process of enterprise development strategies, strategic management is generally divided into three stages, is the strategy formation stage, the strategic evaluation stage and strategy selection phase. Formation stage of the strategy is the strategy formulation phase, the evaluation phase of the strategy is the strategic management analysis, and this paper also focuses on these two phases. At first, it used the strategic management theory and tools for analysis and evaluation of the external environment of ZSY construction company. Analysis and evaluation of the external macro-environment, the competitive position of the oil industry development status and ZSY construction company, and thereby determine ZSY construction company is currently facing external opportunities and threats. Followed mainly based on enterprise resource advantages and competitive market conditions, the use of a variety of analytical methods and means listed alternative strategic programs, and from the point of view to contribute to the realization of the strategic objectives, applicability, acceptable and feasible sexual principle, qualitative and quantitative evaluation of the development of strategic planning ZSY construction company, which was officially formed. Finally status of ZSY construction company, in accordance with the specific requirements of the corporate strategy implementation, strategy implementation impact factor analysis, the results of the implementation of the strategy in order to protect the strategic objectives shift strategy not only not adapt management needs enterprises, but also affect sustainable development. Based on the construction of the company’s corporate development strategy of ZSY provide a viable strategy for the future direction of development of the enterprise, and strategic management thinking into corporate management, the use of strategic management theories and methods of operating, thus completing the enterprise strategic goals.
