The Environment Cost Assessment For Economic Development Of Inner Mongolia

As Inner Mongolia develops economic, the relationship between people and environment is becoming closer and closer. But everyone still cares about the development of economics and ignores the influence of environment. As the core indicator of national economic accounting system, GDP can only reflect the growth of economic in one country or area. But from the point of view of the relationship between economic and environment, in Inner Mongolia, the environment impact on society and economic development is becoming much bigger. It will not be conductive to the sustainable development if continuing neglecting overly dependence on resource and potential effects of disruption. By constructing evaluation system for regional environment cost, we could connect resource factors and national economic accounting system. By doing this, it can reflect the actual influence of environment factors to economic development in one country or region. It has important practical significance to adjust economic structure and improve living standard for residents. It also have meaning to promote sustainability.In this paper, it uses theoretical analysis and empirical research. By comparing each kind of ways of green account system that used in the field of environment assessment, we finally chose green GDP account as the basic of the evaluation system. By adjusting and simplifying green GDP, in consider of the feature of environment in Inner Mongolia, we build a environmental cost assessment system for regional. In the practical calculation process, we use opportunity cost approach and replacement cost approach to account the environmental cost of Inner Mongolia from2003to2012. And on this basis, it compares it to the GDP of each year. Finally, we get the relationship between economic development and environment. According to the result, we offer a series of proposal to develop the economy and protect the environment.
