What is innovation and what kind of role does it serve as in a firm’s development? And why do the high-tech enterprises need to vigorously develop self-dependent innovation? In recent years, many scholars have carried on thorough explorations to try to solve these problems. High-tech enterprises occupy an important position in the national economy. Its knowledge-intensive and technology-intensive characteristics require the government ant enterprises must pay high attention to the improvement of their own innovation capability in order to catch up with the world level of the advanced countries and to secure its invincible position in the global competition. Because of the special background of the socialist market economy in China, there exists a variety of different ownership structure economies in the market, including state-owned enterprises, joint ventures, private enterprises, etc. There is much difference of the technological innovation capability among these enterprises. Therefore, by exploring the level of technological innovation in different types of high technology enterprises, we can find out the development of the future trends and law. This has important practical significance.Through summarizing the domestic and international theoretical achievements of many literatures, this paper elaborates the theory of the development of technological innovation, and discusses the intrinsic link of the ownership structure and enterprises’ technological capability. Combined with the existing index systems and the characteristics of high-tech enterprises, this article has constructed a complete set of evaluation system to measure the technological innovation ability of the high-tech enterprises. This index system consists of11specific indicators in four aspects, that is, technical inputs, infrastructure support, technology development and achievements transformation. In order to measure the technological innovation capability of the four different types of enterprises, the paper uses the method of entropy weight to comprehensively compare the differences of the technological capability in different enterprises in horizontal and vertical angles and discusses the specific distinctions with the integrated indicators. What’s more, this paper applies the input-output regression model of technological innovation and further analyses how different ownership structures influence the enterprises’technological capability by introducing the type dummy variable. It finds out that the domestic enterprises have higher impact compared with the three other types. The summary goes in the end based on the analysis of the full text and some significant suggestions are offered according to the results of the study.
