Countermeasures Governance Telecommunications Monopoly

Since reform and opening up, China’s market economy has made greatachievements. The long-term monopoly status of telecommunications industry which isthe foundation of the national economy, has hindered market-oriented reforms andsufficient competition. The paper has done a deep research on China’stelecommunications industry with the use of empirical analysis and comparativeresearch methods. By learning from the advanced experience at home and abroad,combined with the theory of governance, this paper points out from the perspective ofpolicy that breaking the monopoly by accelerating the transformation of governmentfunctions, pushing forward the separation of government and enterprises, promotinglegislation to strengthen regulation, broadening access and pricing in market way, is theway to reach sustainable development of the telecommunications industry.The paper is divided into six parts. The first part is an introduction, pointing out thebackground,the significance and the research methods of the topics presented; secondpart explains the related concepts and theories; third part analyzes the evolution of ourgovernance policies in telecommunications industry; Part IV describes existingproblems and causes of China’s telecommunications industry because of its monopoly;part V describes the enlightenments of relevant experiences abroad; section VI presentscountermeasures of telecommunications monopoly from the perspective of governance.
