| The concept of constructing management mechanism of exchequer cash was first put forward in U.S.A, and it carries out in many developed market economy countries. However, today in China, only the success experiences of management of overseas are introduced. Author of the paper has worked many years in the finance department, and feels sigh for the current situation of financial state treasury deposit day by day abundantly, no interest, low interest depositing. Under these above background, author of the paper begins to study the management of exchequer cash in China.First, the basis theory and the importance of the management of the exchequer cash are introduced in this paper. Under this foundation, six problems of the management of the exchequer cash existed in China are concluded. These problems nearly lead to the failure of the important function of the management of the exchequer cash, so they are carried on the reason analysis, including incomplete system、legal laws and regulations. Moreover, they could be referred to propose the management of the exchequer cash in China. The experiences of management of the exchequer cash in three developed countries are elaborated from the aim、establishment of agency and main procedure aspects in the paper. moreover, these similar and different viewpoints are compared and sumed up.At present, management of exchequer cash in China is still a building process, so according to these pricincels of integrated planning, first being experimented and then popularized, following in proper sequence, its experience is accumulated and its plans are perfected continuously. In this paper, based on the the aims and the principles of management of exchequer cash in China being definited scientifically, the methods for definiting the best exchequer cash possession in China and the optional pattern of management of exchequer cash are proposed. At last, several supporting measures for developing management of exchequer cash in China are put forward. |
