Climate change has become one of human’s hot environmental topics. Climate changecan cause many environmental problems, such as global warming and sea rise. The problemof environment influences on the earth’s ecological environment and social economydevelopment, to some extent, it can also affects the survival of mankind. Many countriesaround the world have cooperated with each other to deal with the climate change, but due tothe interests of all parties could not be balanced, global climate change governance has faceda lot of challenges.With the governance mechanism, which is the EU multi-levelgovernance mechanism, the EU breakthrough the limitation of climate change on nationalboundaries. In the structure of the EU multi-level governance mechanism, different bodiescan interact with each other, such as the EU level, national level, regional level,local leveland so on. The multilayer structure can provide favorable conditions to satisfy the diversityinterests of different levels.The European Union emissions trading system, which can help EU to implement theKyoto commitments of European Union, is regarded as a represent of the EU multi-levelgovernance mechanism. Each procedure of the EU-ETS, such as design, operation andperfection can embody the EU climate change multi-level governance, this system has laid afoundation for EU to realize the goal of greenhouse gas emissions reduction.This article will analyze the EU climate change multi-level governance, and EU-ETSresearch will help us evaluate the implementation of the EU multi-level governancemechanism of climate change. All of this study will provide new ideas to China and theworld to tackle climate change issues.
