Since1990s, under the leadership of the UN, there has been global cooperation on theclimate change. In the past20years, we have founded the global climate negotiationsaround the United Nations Framework on Climate Change and constructedinstitutions like the Kyoto Protocol.Climate finance is the key for the adaptation, mitigation and technology problems.However, financial needs from the developing countries have been big problems to besolved and have attracted more spotlight since the increasing focus on the climatechange. With the features of public issues, negotiations under the UNFCCC haven’tmade satisfied progress due to the different concerns and benefits of the parties.Negotiations about building a long term and effective climate mechanism are notsuccessful and finance issues haven’t been solved yet.So far, climate finance comes from two kinds of source, pubic and private. Publicfinance should be dominating according to the terms and meetings, but now privateclimate finance has replaced the public finance. Finance mechanisms have been builtto manage the climate finance, including funds under the UNFCCC and othermultilateral climate funds. However, there are still many problems for themanagement on the climate finance.
