Along with the rapid economic growth, the continuous progress of theurbanization process and the rising of the people’s living standards, the municipalsolid waste generation is also exploding, this caused many of the social andenvironmental problems, not only serious pollution of people’s survival environment,and restricted economic development, social harmony and stability. Therefore,scientific and efficient waste disposal is imminent. At present, played a huge role as"the third profit source" logistics, logistics theory for the systematic study of effectcan be achieved to strengthen the management of the system and enhance economicefficiency and at the same time, we can not ignore the reverse logistics to bring"throttling" effect. In addition, the concept of circular economy is stronglyadvocated by the world, has become the theme of today’s world.Based on this background, under the guidance of the circular economy theory, it isone of the effective measures to solve the problem of waste disposal from the anglethat converse content sheds for city life garbage recycling network optimization.This paper therefore put forward the construction of reverse logistics based oncircular economy recycling model. First of all domestic and international circulareconomy mainly from the aspects of theoretical research and legislative practice arereviewed, as well as to refuse the research status; followed by the introduction ofcircular economy and reverse logistics theory, and analysis of the reverse logisticsnetwork structure type and construction principle; again on logistics networkoptimization method--mixed integer programming, to Shishi waste comprehensivetreatment plant as the research object, the only Shishi life garbage into the treatmentplant of garbage incineration range, and Quanzhou city’s garbage is planning, in thefuture is transported to the plant for incineration and power generation.Therefore, using the method of mixed integer programming, within theuncertainty of the environment construction of domestic waste reverse logisticsnetwork and the establishment of uncertainty in the mixed integer programming model, and by using the theory of fuzzy mathematics, the model is converted intoequivalent deterministic model, using LINGO9.0software programming, then tothe main urban area of Quanzhou and Shishi residents living garbage as an exampleto verify the effectiveness of the model, and with specific data analysis of Shishiwaste comprehensive treatment plant operations. Finally, because our country citygarbage management work start is late, the relevant statistical data are scarce, theresulting effect of waste management system uncertainty is considerable andcomplicated, this brings very great difficulty to the waste quantity forecast the job.By using the grey system theory, the MSW effect factors were analyzed, and byusing the grey correlation analysis on the influence of the principle of MSWpretreatment of many factors, the main city of Quanzhou and Shishi from2005to2010effect of waste quantity among the main factors related degree, screening ofmain influencing factors, and the establishment of the main factor of the grayprediction GM (1,1) model, forecast future10years the amount of garbage generatedchanges, their use for the analysis of Shishi waste comprehensive treatment plant ofgarbage incineration cost changes, for the government decision-making providereference suggestions make allowance.
