With the speeding up of industrialization and urbanization, the rapid development of economy of our country was limited by the rapid growth of demand in energy and resources, and the limitation of environmental capacity. In order to promote the rapid transformation of the pattern of economic development, the sustained and rapid growth of the economy, also in order to improve the environmental quality, pollution reduction work is quite imperative. Based on industrial pollution in Wuzhong District, Suzhou, as the research area, using the grey GM(1,1) model and environmental learning curve coupling model to forecast, analyzes the Wuzhong District waste emissions reduction potential, such as waste gas, waste water, COD and ammonia nitrogen, then put forward some mitigation countermeasures. The main research results are as follows.(1) This paper discusses the research status of the pollution reduction potential at home and abroad, comparing and combining with the results of other scholars for several common industrial pollution emissions prediction model, and briefly analysis the advantages and disadvantages of each model as well as the applicability.(2) Predict the Wuzhong industrial emissions. Through investigation, collection, sort out relevant information and basic data of Wuzhong, combining with pollution emissions data during the period of "11th five-year plan", to verify the applicability of environmental learning curve of Wuzhong district industrial pollutants(waste gas, waste water, COD and ammonia nitrogen) emissions and per capita GDP.(3) By using of Wuzhong District industrial environment learning curve of the pollutant emissions, analysis the change trend of Wuzhong District industrial pollution emissions in the past, combined with the simulation results of Wuzhong District GDP, population,get the calculation results of Wuzhong District industrial pollutants(waste gas, waste water, COD and ammonia nitrogen) emissions reduction potential during 2015-2020, and predict the four kinds of pollutant emissions during 2015-2020.(4)Based on the atmospheric pollution source survey of wuzhong district, to understand the problem of emissions of SO2, NOx, and waste gas treatment facilities to carry out the situation in enterprises. Through the five forecast analysis on exhaust emission of key enterprises of Wuzhong district, set up three kinds of treatment facilities scene model, predicte SO2, NOx emissions in three kinds of situation of the five enterprises in 2015 and 2020, to provide the reference for wuzhong district of emission reduction work.(5) Put forward the corresponding countermeasures to reduce emissions of the waste. Through the analysis of the total industrial pollution emissions and the reduction potential of Wuzhong district, combining with the actual development trend of Wuzhong district, put forward countermeasures for emissions reductions of industrial pollution from the project, management to reduce emissions and policy three aspects. Providing the reference for wuzhong district industrial pollution reduction work.
