Now the optical fiber communication system is still in pursuit of larger capacity, longer distance, the main function of fiber amplifier is amplify the optical signal, its performance determines the capacity of the whole communication system to a certain extent. To analyze the gain bandwidth and the gain coefficient of the working substance in optical amplifier, we can see its performance roughly. EDFA has a significant advantage that the gain bandwidth is near 1550 nm which is the minimum loss window of optical fiber. So the all optical network based on EDFA and WDM even above DWDM technology has become the shape of things to come.With the rapid development of information processing, long distance communication, color display, data storage and other technologies, the laser with high efficiency and high performance which could emit visible light especially the green light is important and necessary. Rare earth ions with rich energy level structure are easy to achieve high efficiency of upconversion luminescence. Now the new system of erbium doped glass is a research hot topic of upconversion luminescence materials.At first this paper introduced the history of optical fiber communication, showed the working principle, the types of the optical amplifiers, where and how to use it in optical fiber communication system. And then the purpose of this study was given as well. In the following part preparation method and characterization method about this tellurite glass(NZMT) were introduced.After characterize the new kind of erbium-doped tellurite glass, the J-O spectral line intensity parameters, energy radiation lifetime, fluorescence branching ratio and the emission cross section of this glass sample were acquired by Judd-Ofelt and McCumber theories. At last analyze the data mentioned above qualitative and quantitative, and compared with other kind of erbium-doped fiber glasses in some significant characteristics. The results in this research indicate that this new kind of erbium-doped tellurite glass is an excellent host material for applications in fiber amplification.The effciency of upconversion luminescence of the NZMT glass is higher than the NZT glass by compared with the Raman spectra of the NZMT glass and the NZT glass. Then analyze the upconversion spectra both of the same concentration of rare earth ions doped NZMT and NZT glasses under 980 nm excitation, showed the relative intensity of the transition increase with Er3+ concentration. They are proved that this new kind of tellurite glass system has good upconversion emission efficiency, could be the host materials in the upconversion laser for color display, information storage, etc...
