| The acceleration of the process of reform and opening up, China is undergoing tremendous changes; the. high speed development of economy won the attention all over the world. The speed of economic development is the highest all over the country between 2006 and 2010 in Inner Mongolia. Besides, it build a industrial system which includes energy, metallurgy, coal industry. However, Inner Mongolia paid the price for the high-speed economic development. The generation of industrial solid waste increased year by year, due to the exploitation of mineral resources, it makes people hard to repair the surface vegetation damage, and it also influenced the growth of crops. It makes people inconvenient in their life with the air pollution and water pollution. The government began to control the pollution. From 2006 to 2010, the autonomous region government focuses on controlling emissions of major pollutants and improving the environment quality. It did make some progress.But there is an important problem in the environmental pollution improvement:the shortage of investment and inefficiency investment.the reason is that a single investment subject.it is impossible to control the environmental pollution with government financing only, we have to seek another to join in this huge project. If the government continues to use this non-market administrative financing mode, the governance environment pollution funding gap will be bigger and bigger, which will seriously restrict the development of environmental protection. According to this situation, we must seek new ways to govern the environmental pollution.There are six parts in this paper; firstly we have an introduction, mainly about the writing purpose and practical effect and research method, etc. The second part is the related theory of financing to environmental pollution control. Respectively expounds the concept of environmental pollution control of financing, project financing, the related theory and relevant theories of environmental economics. This provides a theoretical basis for the environmental pollution financing countermeasures. The third part introduces the current environmental pollution situation of Inner Mongolia, which include the management of the atmospheric pollution, the management of the governance of water pollution and soil pollution, in this part current financing situation of pollution control is the point, using specific data to analyze the financing scale, financing channels, financing of capital structure and financing efficiency of utilization. The fourth part introduced the financing experience of pollution control. In this paper, we have a concrete analysis of the UK, France, the United States and Japan in financing experience of pollution control puts forward the enlightenment to us, including choose the right measures based on local conditions; Strengthen the social participation, through the government and the social common to govern pollution; Improve the legal policy system, ensure the healthy development of the financing of pollution control; Reasonable division of the investment main body environment governance, help to improve the efficiency. The fifth part is a case analysis of Hunan province. In this case it analysis in financing channels on heavy metal pollution in Hunan province. And then draw it on the control of heavy metal pollution, innovative and applicability of a variety of financing channels.By this case; we can learn some experience for Inner Mongolia. The sixth part puts forward the Inner Mongolia autonomous region financing countermeasures of pollution control, First analyzes several traditional financing countermeasures, including financial financing, credit financing, equity financing and attract private capital. Then according to the analysis of the successful experience of foreign financing channels of innovation, our district can create new types of taxes, issue lottery about environmental protection, the introduction of international investment, financing and set up environmental protection Banks operating environment, from these channels for environmental pollution control of the money.Though there are some papers for Environmental pollution control financing in China, they all focus on the whole country, they are not common, in this paper, we focus on the perspective of the Inner Mongolia, after analyze the current financing situation system comprehensively in Inner Mongolia, while using foreign successful experience, we put forward the financing channels for the Inner Mongolia Autonomous Region. The innovation of this paper is to introduce a new form of Inner Mongolia environmental pollution control financing channel, break the original single financing way, and pay more attention to the use of private capital and foreign capital, and expand the scope of the investment main body to ordinary people and foreign investors. In this paper, the main deficiency lies in the study of the financing channels of pollution control, the lack of relevant quantitative analysis and persuasive. At the same time because of the limit of knowledge level and time limit about author, I can not to research all the environmental pollution control financing, so there may be some financing channel is not reasonable or cannot be put into practice. |
