When Kyoto Protocol officially opened since 2005, growing international attention has been paid to the protection of the environment. Under the background of the open economy, we have to add environmental regulation and pollution emission abatement cost to comparative advantage theory. Developed countries tend to transfer high pollution industries to developing countries, and then import them for domestic use, which leads to environment pollution over time. According to statistics, the energy consumption of our country was 2134.56 million tons of standard coal in 2004, and to the year of 2013, it had become 3750.00 million tons, increased by 75.68%. China has become a pollution haven in post-Kyoto era. Therefore, Chinese industry structure is in urgent need of transformation. However, what industries are the direct reasons for making China a pollution haven? In what provinces are the products had been made mainly? How does these industries transform?The problem of environmental protection has existing for a long time, China have to solve environmental problem urgently under the pressure of international opinion and protocol. However, we cannot sacrifice economic growth for the price. How to coordinate the relationship between environmental protection and economic growth? In the context of free trade, has China become the polluted refuge of developed country? On the basis of the theory and the existing research, based on the input-output table, using input-output method and input-output model, this paper tries to calculate embodied carbon emission in export trade of different industry from 2000 to 2010. Then we make Time Series Analysis and define industries which make China a developed country pollution refuge. At last, we carry out a suggestion of industry adjusting direction considering region and industry relevance.The quantity of export embodied carbon emission is just an evidence of total emission, it cannot prove that the very industry is high pollution one which makes China a pollution heaven of developed countries. This paper puts into consideration the industry embodied carbon emission which using import intermediate product, and defines high pollution industries due to processing trade. However, if we sacrifice economy growth for environmental protection, we will do harm to our economy and do no good to our environmental protection. According to industrial influence coefficient and industrial induction coefficient, this paper divides China’s industries into 5 categories using cluster analysis method. In conclusion, analyze the role and effect of the link between each industry and propose targeted measures.
